If they're telling you too much time has passed and you're no longer eligible to renew, you may have to start over and apply for a new license. You can only "renew" an active license. Once a license has expired, there's nothing to renew, you're just a person who doesn't have a license. Each state sets its own standard for what kind of "grace period" it will allow for renewals after the expiration date has passed.
Have you talked to a live person at the NY BON? That is what I would do next.

Just wanted to make sure that applying for a new license again doesn't mean also taking the NCLEX again or does it?

Hello,
I am looking for some help regarding my situation.
I have been a working RN in NY during 2011-2013. In 2013 I had to return to my native country. Later, my NY license has expired. Right now, I am planning to return to NY in the coming months and I am trying to find out how can I renew my license. I visited the NYSED website where I have been told that my license registration period has expired.
Does anybody here would know what should I do to be able to renew my license?
