I think I'm screwed

Any advice on this and how I can achieve the outcome I want is greatly appreciated.

I graduated from LPN school in 2004 and started working in long-term psych. Five months after that (the day AFTER my evaluation, which was stellular :D), I was put on the "lay off list" due to our (insert sarcasm here) wonderful Governor's Medicaid cuts. The company had to close the building I was assigned to. I found another position, gave my 2 weeks notice and my last day there was exactly 6 months of service.

My next job (long-term MR/DD facility) didn't last long either. A few months after I started, I found out I was pregnant (unplanned). At four months gestation, my OB took me off work for the remainder of my pregnancy. At that point, I had been at that job for 7 months.

From that point until I went back into nursing was 14 months. I've been doing agency assignments for the past 6 months. But agency is not a reliable income and I want something part-time for stable income every week while still doing agency.

Here's my problem.... I'm not getting interviews! My resume and cover letter are perfect. I live in a very rural area, so I'm sure that has something to do with it. Even though my employments ended due to situations beyond my control, are those being held against me by potential employers? Or is the fact that I am agency holding me back?
