Need letter from Saudi Council for USRN license processing

Hi everyone. My mom is endorsing her California license to Texas and part of the endorsement application to Texas is to include countries where you have previously worked. During the 90s, my mom worked in Saudi Arabia and Qatar. However, during those years, Saudi and Qatar didn't require nurses from other countries to take a nursing licensure exam. They only need their nursing licenses from where they came from. Now, the Texas BON needs a letter from Saudi and Qatar health councils/board of nursing indicating that my mom was allowed to work there using her Philippine license. Please help. We don't know how to contact them. Thank you.
