Nc license pending d/t toefl result. help!

Im a foreign graduate student and i applied NC license for nclex RN. I graduated 2005, took the exam and pass the test last july this year. The problem is my license has been pending since i pass the nclex coz i still have to submit my TOEFL test result which is at least 83. i took this exam for 3 times already and the least i could get is 79. Im already frustrated of passing this exam. im the breed winner and i cant afford anymore of our living situation. Now my question is, hence the florida only ask for 76 score in toefl, can the NCSBN transfer my nclex result to florida. By the way, im currently live in NC with permanent resident and can file citizenship anytime i want. Just letting u know if this matter. Would like to ask all your suggestions coz im so tired of being a CNA. Cant afford anymore to feed my family. Please help.
