You must be a legal permanent resident of a state that participates in the nursing license compact (such as Texas, Virginia, Maryland, Colorado, etc.) If you are overseas and not living in a compact state, you are not entitled to multi state compact license privileges. If you applied to a compact state for a nursing license by examination as an internationally educated nurse, met all the requirements, and passed the NCLEX exam but are still overseas you would be issued a single state license. Just like a US resident living in CA (a non compact state) applying to TX for a license would be issued a single state TX only license.
