Do I still need to take the IELTS?

Hi!

I am a graduate of nursing in the Philippines and I am here in New Mexico right now. I have a green card. I graduated my high school in america and just went abroad for my college. I read that New Mexico needs an english proficiency exam. In the Philippines, we used English textbooks and they lectured primarily in English. I also have my CES report already.

So here are my questions:

1. Do I still need to take the IELTS test? If I do, which one? (Academic or General Training)

2. If I take the IELTS here in America, do I send the results directly to the board or do I still need to undergo CGFNS to evaluate it?

3. How much does IELTS cost? I am a very fluent speaker since I was raised in the US. Can I just take the test right away?
