advice regarding nurse application

hi everybody, im confused about these. I'm a permanent resident since May this year, i want to take the nclex here in new jersey. My problem is on their site under foreign nursing graduate , it says i need to have cgfns, and toefl or ielts. Some of my friends (rn) there's no need to take toefl since i'm already a immigrant here. I graduated in the philippines, took the local-rn exam and passed it. I have my lic. Already. Do i need to take the ielts/toefl? And cgfns first before nclex? im confused on what i should do first..could you please give me the step by step instruction on how to apply for licensure in new jersey.. thank you

If the state requires English exam then it doesn't matter whether resident or not if you trained outside the US then they are what you need to do to meet requirements. Suggest you contact the state and see if English is required. CGFNS is required by most states when you train outside the US. For most CGFNS do CES report which is a breakdown of your training and unless you meet the state requirements then permission to sit NCLEX will not be given so yes you have to go through CGFNS before NCLEX.
