You need to contact the school of nursing and international students office at Rutgers. Not sure how a non-nurse midwife is. "running" an RN programme.

It may be too late apply for Spring 2015 as an international student but only the school can tell you for sure. I know its a highly competitive program to be accepted into.

You need to look at the state board of nursing for approved programs.

You need a USA nursing license to do an RN to BSN program. You may not be fully evaluated, pass the NCLEX and obtain a license before the slots are full.

Not all schools admit spring semester.

If you were trained as a non-nurse midwife you are not eligible for a US nursing license. You must be an RN in your country of education, trained as a generalist with clinical and theory in med-surg, pediatrics, geriatrics, psych/ mental health, and OB/maternity. You cannot obtain a nursing license in NJ or MD without a valid SSN.

The brick and mortar schools are often highly competitive. But in order to take an RN-BSN tract you must currently licensed without restriction as a RN in the state where the school is located. I don't know any licensed lay midwife to RN or BSN programs. I believe only 2 or 3 states even recognize non- nurse certified lay midwives. NJ is not one of those states. Only MSN prepared RN with certified nurse midwife certification can practice as midwives in NJ
