My D:I is similar to yours (109%), and from what I have heard from past years, we don't stand a chance. Most that have been awarded are upwards of 150%. I'm hopeful, but not getting my hopes up, if that makes any sense.

Last year, I believe people began hearing around July that they HAD received an offer. I don't think they actually tell you you HAVEN'T made the cut until whatever the date is in the info packet (September? October?).
