Diploma from Tennessee trying to test in Texas

I completed my LPN program in Tennessee and moved to Texas. The Texas BON did not approve my application for initial licensure because Texas requires more clinical hours than my Tennessee program. The only option the Texas BON gave me is to get a Tennessee License then apply for endorsement for a Texas License.

Well I called the Tennessee BON and they say I can not obtain a Tennessee license because I have a Texas drivers license...Texas and Tennessee are both compact states, and I can not test in Tennessee if my residence is in another compact state (Texas).

So I cant test in Texas or Tennessee. What can I do to obtain my license?

Can I test in a non-compact state and endorse in Texas?

For example, Can I test is Louisianna ( a non compact state ) and transferr my license to Texas? If so, do I have to be a resident of Louisianna to apply for licensure??

Residency is generally only required for compact states but you would need to check with the LA BoN

When it comes to initial licensure vs licensure by endorsement...

I can not sit for initial licensure In Texas because I don't have enough clinical hours from my program in Tennessee...if I get my license elsewhere and the try to apply for endorsement in Texas will I be able to or will the issue of being short on clinical hours still be an issue?
