I called the Texas State Board of Nursing this week and I was asking many questions, and I found this very interesting.

In California you can apply for Authorization to Test for NCLEX/RN while you are still in school.

Then you can sit for NCLEX exam. So you can pass your NCLEX before graduation.

Then once you recieve your greencard or work visa, then they will issue license in California after you complete your application.

I wonder how many other states do that?

Sorry, but being able to test before graduation is only for one or two programs in CA, and does not apply to those that trained in any other state or country.

One must submit a completed set of transcripts for them to be evaluated.

And for those that graduate from other than National University and one other, they may sit for the exam before the transripts are received, but their name has to be on a list that is submitted by the school to the BRN.
They also will not get their results nor see their name on the website until they have a completed set of transcripts as well as a completed file.

This person in Texas gave you wrong information.

The issue for you is that there are no shortcuts for working in any state here, even to go thru CA for initial licensure, one must still have the CES to be able to endorse to Texas.

Again, I would ask that you take the time to do some reading on this forum, there is already much that has been written on this very same topic.

And if the graduate attended school out of the US, the average wait time is four to six months to get approval to sit for the exam.

And one must provide an actual SSN# in order to get the license, same thing that they have in Texas.

Well I think there are only few schools that are entitled to that.

I don't think it applies to everybody.

I also think that even if you pass the NCLEX-RN in California, you will not be given an RN License Card or EVEN an RN License number if you don't have the Social Security Number (SSN).

A lot of folks from other countries have passed the NCLEX-RN thru CA but they can't get their RN Certs because of lack of Social Security Number required to be given an RN Cert or License. CA BoN doesn't have a Social Security Number Waiver Form which allows you to have an RN License even without having an SSN (but you will have to have the SSN later on). States like Colorado let such passers sign a Waiver and later on let them prove possession of SSN which may be obtained by either having a green card, a Work Visa or a Student Visa.

You are very correct on this one, actually only two schools in the entire state can do this and that is just because they complete their nursing courses earlier and meet the requirements for licensure. But it is not the routine at all.

A completed set of transcripts is actually required for any that wish to work in CA and did not attend school in CA; before they will even look at their application.

And for foreign trained nurses, they do their own review, so it is never instantaneous.

Time frame is not a issue for me.

Looking for the easiest and cheapest route is a shortcut and it actually turns out to cost you more money in the end when things need to be redone or the person needs to endorse to the other state.

We have given you the information as to what needs to be done and the proper way to do it. If you wish routes that are going to cost you more in the long run, then be out guest.

It is quite simple, there is already much written on this very topic, please take the time to do some reading here, as we keep telling you to do.

Your girlfriend is going to need to follow the same processes as every other foreign grad does, and will not get a license number issued to her until she has arrived in the US and has gone thru the additional interviews with immigration here, she does not get a SSN# as soon as she arrives either. It will be months before she will be able to work legally in the US.

In a nutshell, you will have to first and foremost choose a State to apply for licensure and then just comply with the requirements of being a foreign-educated nurse. If it requires the CES, so be it. If they do their own evaluation (CA BRN, VT BON) then so be it as well.

It is a simple process and which thousands of foreign-educated nurses has gone through before and they even don't have a US SSN to boot as well and have to go through Visa Screening process and take an an English Proficiency test as well. Being an American Citizen already waives the last 2 requirements for you and so makes your process stream-lined already compared to non-US Citizen foreign-educated nurses.

But whatever State BON or BRN you choose you will have to instruct your nursing school to send your transcripts to either directly to the BON or to be sent to CGFNS for the CES depending what your chosen BON or BRN requires. There is also money involved because you will be asked to pay for the certified true copies of the transcript to be sent as well as the payment for the courier service they will use. Transcripts need to be sent directly from the nursing school and not from the student.
