US Educated , non citizen - chances of being commissioned

Can non citizens, new grads with no clinical experience enroll in the service to achieve a green card? Thanks

No, officers must be citizens. You can enlist with a green card.

will be difficult to enlist to obtain a green card at this time with the draw downs. very few waviers are being given out at this time by any service.

Non citizen, non green card holders cannot enlist at the moment. However, during periods of significant, large scale wars, restrictions on enlistment eligibility may be temporarily suspended.
Green card holders may become "green card warriors" and after certain amount of tour of duties, they can be expedited for their citizenship.
