What states in the US (at present) do not require a local license as part of the NCLEX application (before one can sit for the NCLEX exam)?

I think one potential flaw that I see is that there is some issues with regards to those holding dual-citizenships. I think they are not yet still very strict with that.

If I were to recommend something to PRC and to the CA-BRN is that they should just ask for the student's copy of their Phil. student visa w/c can save some headaches.

A foreign student studying in the Philippines that does not have ties with the Philippines whatsoever can only be permitted to study in PI with a Phil. student visa. Those holding permanent cards and holding dual-citizenship still holds Filipino citizenship so they don't have to avail of a student visa just to study in PI. Theoretically, they are not suppose to be considered foreign students if you ask me as technically, a foreign student is someone needing a student visa just to be permitted to study in another country. So, someone able to study in PI w/o a need for a student visa should be automatically presumed to have Filipino citizenship and theoretically eligible to take the NLE if they want.

This is of course, just my opinion.

Ok let me get this straight. From what I understand on this thread

1) I'm a U.S citizen studying in a foreign country PI (I can provide social security, drivers license etc...) Any documents if needed

2) I can't sit in for the local NLE because only filipino citizens and dual citizens are eligible. Not U.S. Citizens. I'd have to obtain an ineligibility certificate and have one sent to CABRON from PRC. Besides, English is my first language and NLE exams contain filipino words and phrases.

3) Unless laws haven't changed in CA by March 2009 (Graduation date)

4) FBI finger printing is OK / Transcripts from School to CA BRON are OK

then that would mean, I don't need to take the local exam, but instead take my NCLEX. Wow !!!!!!!!!!!!!!!!!!!!!Thank God for this website.....All these rumors I hear is driving me crazy!!!!!!! That would save me 3-6 months of downtime when I could be working. The local NLE is only given out in June and Dec..From what I heard this exam is taken in 2 days straight. Ridiculous!!!!!!!!!!!!!!!!!!!!!!!!Ridiculous !!!!!!!!!!!!!!!!!A competent nurse is who can perform under pressure. That's what counts, not what school or what score you get on the exam......NLE or NCLEX doesn't screen for competency....I think there's a lot of incompetant nurses going to the U.S. as well as good nurses. Don't get me wrong i'm FIlipino too, but all I hear from my classmates is making the DOLLAR etc..etc....That's when you I start rolling my eyes.. I can relate to what you mean about your classmates, haha. I heard the same things when I was back in nursing school over there, sad how some of my classmates are in the program for the sole desire to move here to the US and make DOLLARS! :p

We have pretty much the same circumstances. I forgot to mention I was a US citizen in my last post, sorry bout that, didn't want to confuse any other readers here. I was in your current situation when I was back in the Philippines uncertain of how my application would turn out and how strict CA BRN is when it comes to evaluating applications. To give you an idea of how my application went through, CA BRN approved my eligibility to take the NCLEX even though I didn't have a local license and all I said in my letter of explanation is that I am a US citizen and not allowed to sit the local NLE. This means CA BRN is already aware that non-Filipinos cannot take the Philippine NLE and does not need the waiver from the PRC to prove the claim. All this leaves now is how they would verify the citizenship of the applicant to waive them the requirement of a local license. In my case, I was expecting them to require me to send them a copy of my birth certificate to establish my citizenship, but again, they didn't ask for anything. My guess is that since they are a government body, they already know my information especially since I provided them my social security number in the application.

In a nutshell, if you're a US citizen, everything should go smoothly as long as your documents from your college of nursing make it to them timely. I filed my application on the first week of June and got my approval just 2 days ago, more or less 3 months wait time. Just stay posted on any new changes CA BRN might make by the time you graduate in 2009. If I knew about these boards earlier, I'm would have been on top of all the latest developments regarding licensing issues. Right now, I'm just glad everything turned out fine for me.

Several months ago, and CA was requiring an actual letter from the PRC that one could not write the NLE. Things can fluctuate with them.

The issue still is that if one holds dual citizenship, then the exam is not waived for them since they can still legally write it. And this is where confusion is setting in.

You applied in December, they started the new enforcement with all applications submitted after January 1 of this year. Having a green card means that you still hold citizenship of the Philippines and their passport. One month later and you would have been required to write the NLE with no excuses accepted.

Finally got the envelope from CA BRN! Took more or less about 3 months for them to process my application, much earlier than the estimate 4-6 months for international applicants. Got the go signal to register with Pearson VUE for NCLEX-RN, I'm so happy ^.^! I thought I still had to get a waiver from PRC and everything, but seems like everything is all ok now. Thank god. I guess that explanation letter regarding not having the local license sufficed ^^.

Thanks to everyone here who provided all the information I needed. I'm gonna get part-time hours on my job so I can finally start focusing on my NCLEX review. Time to get that Saunders review book out now =).

Yup, that's the eligibility letter from the board. Once you register with Pearson VUE at their website and pay the $200 testing fee, the ATT will come instantly via email if you opted for it via email (the recommended method). If you chose the mail option, your ATT will be mailed to you (probably will arrive within 2-3 days depending on your location).

I doubt the snail mail can reach the Philippines in 2-3 days.

In my personal experience, it reached me after 1 week and I consider that fast already as ordinarily it takes at least 2 weeks for any snail mail to reach the Philippines.

This was a couple of years ago when Pearson-vue still sends the snail mail version in addition to the e-mail version w/c as mentioned only takes a few minutes after you complete your on-line registration.

Also, if I'm not mistaken, nowadays Pearson-vue does not send the snail mail version of the ATT anymore if they provided an e-mail add. upon registration.

TO EVERYONE:

Oh no, everything is going on too fast! I know it sounds stupid but I'm quite confused with the steps.. it says

1) Submit an application for licensure to the BON....

2) Meet the BON's eligibility requirements...

3) Register for NCLEX with Pearson Vue

4) Receive confirmation of Registration

5) The BON makes the candidate eligible to take the NCLEX

6) Receive ATT

My question lies in STEP 5. What does it mean when thee BON makes you eligible again? Will it take a long time?

Also, I've been reading stuff that it takes CA BON a longer time to process eligibility. Does this long wait for eligibility refer to STEP 2 or STEP 4?
