There is a rumor going around here lately. Somebody just told me that whether you plan to work in NY or some states don't need CGFNS certificate ,you still "must" have the CGFNS certificate when you applying for green card. The people who told me about this had called CGFNS two months ago. She said that this is a new rule for applying for green card. I wonder if everyone have further information about this.
Ps. I don't know if applying for visa screen certificate and green card are the same thing, but I looked into the instruction of visa screen which didn't see any information about this. So I'm confused right now.
Hi Suzzane,Regarding the new ruling on visa screen certificate which took effect on September, 2003. An applicant must attached his visa screen certificate when filling for an adjustment of status. This is only applicable to those who are already working in the US under working visas. As for those who are outside the US waiting for the approval of the petition, they only need it to present upon issuance of the visa at the consular office of their country. In our case here in the Philippines, we present the visa screen certificate during the interview at the embassy.

Adjustment of status also means anyone in the US on a tourist visa as well as a student visa when they are on the OPT, after completing schooling.
You are going to California which takes quite a long time, on the east coast it is only a matter of a month or two, so yes, they need to have it before applying or they won't be able to get things completed on time. Whether it needs to be attached, or just submitted on final approval, when you only have a few weeks, when would you want to have it in hand? There are many people on this panel, that unfortunately delay everything until the last moment, and then try to blame me because they didn't do something. My feeling is that everyone have it done when applying, then I don't get complaints. There are also many nurses here that do not read what I have posted in the sticky, or will sign up with an agency expecting that agency to take care of everything for them and it doesn't usually work that way. People need to take responsibility for their actions.
