I have tried to read other threads, but it the info is scattered, unclear.
Question:
I have read that the US Immigration has a 5 year wait on coming to USA regarding Nursing.
How long has this policy been in place, and more importantly can't they change that policy at any time as well.
I find it hard to believe, with Immigration being so uncertain in USA these days, that USCIS would issue a policy with a 5 year time frame.
Second:
Can Companies that bring in Nurses from PI, are they exempt from this 5 year ban. Can they still petition for immigration of nurses from PI?

Retrogression has been on going since Oct 2006 affecting nurses from all over the world. Yes it can change but no telling if and when. Nurses used to be fast tracked but ran out of visas and nurses retrogressed and joined everyone else in the queue, many in other occupations have been waiting in the queue. and USCIS haven't set the policy of 5 year wait but the high demand on visas have affected the numbers.
No one is exempt from retrogression including agencies and although they can start the process it will not be any faster.
You have to think due to the high turnover of nurses in certain countries that the demand is going to go higher with delays increasing, may even get worse if it is decided that experience will be required and/or local license also required which may happen
