Back in January I applied and got an email from a recruiter asking when I was available for an interview. Unfortunately, I had signed a contract with another company that morning so I let her know that I was interested in the company but I had just signed a contract until May. Well my contract is coming to an end so I reapplied and 5 days later got an email saying that my background compared to their needs and the other applicants is making my application not move forward. I would like feedback on this as I meet all of the required and the desired experience. They showed interest back in January so what changed? Would it be inappropriate to email that recruiter and ask about that? Thanks!

I don't think you have anything to lose. Right now, they're not hiring you. What's the worst possible result of contacting them? They don't hire you.
