I've worked where Christmas Eve, Christmas Day, New Years Eve and New Years Day are grouped and you must work 2 of the 4. Thanksgiving is strictly every other year - staff divided in half, if you work it one year you have it off the next.
I've also worked where there is little rhyme or reason to holiday scheduling, self-scheduling notwithstanding.
