Wondering if seclusion and high observation room is the same thing in mental health??

I went on a tour at a mental health center, and they showed us the seclusion room (had a mattress on the floor in a room with windows where a person watches them at all times, even mirrors to the bathroom. and they give them a gown made out of material that cant be ripped as well as a blanket), and the tour guide said its the same thing as high observation rooms in the hospital (the unit I am on has an area with three rooms in the high observation room separated by a door that can be locked)

but then my teacher told me that they are different (neeed to do a literature review I was thinking on picking seclusion/high obs room and talking about the ethical issues- but then my teacher said to pick one or the other cause they are different)

anywho can anyone help me out please? I tried googling, but not really seeing much on high observation rooms
