Will I still be able to renew it even it was long time expired?

I passed the NCLEX-RN(California) way back November of 2007 but I was not able to get SSS number since I was not able to go USA.I was not able to renew my license.Will I still be able to renew it even it was long time expired?

You were never issued a license therefore there is no license to be renewed. At this point, CABRN requires NCLEX to be retaken after an eight year lapse of no license/work
