will I be able to get my license without attending the oath-taking?

Hi guys, I took the Local Board last june 2007 and now I am at the states and I am about to take NCLEX. Though a license is not a requirement in the state where I wish to apply for licensure, I really want to have a license in the Phils. since I really did studied hard for the local board and I want to go back there and serve my own country, in time. Someone told me that even if i do pass, I will not have my license if I do not attend the oath-taking, is this true? is there some way I can get my license even if I am not currently residing in the philippines? thank you so much.. oh and, I do hope all of us who took the 2007 board exams will pass

but i still can get it when I go back to the Philippines right? Is there a time limit? Like if I go back after 5 years and that's the only time i will claim my license.. is that allowed?

I know someone that after passing the NLE, she migrated to US, she didn't have time to process her initial registration as Phil-RN not until 6 years after when she took her vacation..... PRC has database for the list of passers on a particular board exam, so when applying for the initial regis., PRC will verify your name in that list, so when verified okay then they will accept your application for initial regisration.
