I'm a retired federal employee and can't be re-employeed by the federal government without a substantial loss in retirement benefits. I would like to eventually work for a agency that supplies the VA with nurses. My question is it a national contract or do the VA's operate independently and use regional agencies?

They actually do both. I'd suggest contacting your local VA's purchasing office and simply asking them who they use for staffing help.

Hope this all works: You will come to a long, long list of all the agencies that are contracted with the VA system for staffing. You can then look at each and every one of their contracts - the agreed amounts for services and have links to each agencies website. It's a complicated site - but well worth the effort in the information you can obtain.
All this is public knowledge and information. Just not easy to run across casually.
