Whats this mean
Completion of the fourth semester level of a foreign language at a community college or university??

not sure what you are asking.
if you are trying to get clarity on a class, try calling that school for answers.

It means that you will need to have 4 semesters of a foreign language at the college/university level.
I assume that you are looking at the prerequisites to a nursing program. Nursing schools require that you have taken 2 years (4 semesters) of a language that is not your native language.

If foreign language is a prerequisite for nursing school it must depend on the school. I went to a university and had no such requirement.

It means you need to show proficiency in a foreign language which is equivalent to a class that is taken in the 4th semester (2nd year or upper level). This can be done by testing out if you are already bilingual, have taken several language courses in high school or you may need to take 1 or 2 lower level college courses to get to that point. Each state may have different foreign language requirements as part of their general studies especially if the college is a state community college or university. Certain degrees which are listed as technical and nontransferable may be exempt. However, if you are in a program that transfers to a university, you may need to meet the requirement. Private universities may be exempt from the language requirement in some states.
In many states, American Sign Language can also be accepted to satisfy this requirement.
