Can anyone give me an explanation of how this works? I know California and South Carolina are "walk thru" states, does anyone else know of any others?

it means you can get your license in a day by "walking" your application through the various offices. California has instant fingerprint analyses to allow them to be checked at the local sherriff/state police offices or where ever then you can walk the rest of your paperwork through Sacramento.
