VA nurse 3 qualifications

I recently decline VA RN position, they offered me a nurse 2 step 6 but its still a paycut for me but my nurse recruiter told me if I Have MSN I could qualify for Nurse 3, any other qualifications or type of experience besides the MSN that would help me get nurse 3 when I re apply thanks. (I know leadership and teaching experience are some but what else?) thanks

I believe significant process improvement/research projects may also help get nurse 3.  Simply being a nurse and/or being charge nurse with an MSN isn't enough.  These links should help you.  They are sample packages along with a rubric for determining grade and step.
