USRN license renewal

Hi guys, my question is about license renewal:

I'm from the Philippines and planning to take NCLEX from the state of Texas. I've read topics about not able to renew their license after 2 years because they don't have SSN.

DO we need to take the nclex exam again if we can't renew because we don't have social security number?
