What does it mean for those who filed for GC during July 2007 fiasco?
Waiting time for
Philippines - 5 years
India - 25 years
Mexico - 3 years
China - 2.5 years
Rest of the world - 2 years

Link not working for me but looking at the figures you have posted it indicates roughly how long it will take for people who have filed AOS to wait for a GC. At least those with AOS can maintain them and continue to work in the US whilst waiting as long as they keep 485 up to date and pay any fees due

Also, they specified that there are about 234,000 application waiting for visa numbers in employment-based category. So the number of 800,000 posted by Susan and others is not true.

Does this mean those PD's 2005 and below will probably get their GC's within FY2010?
You have to look at the report to see how many people have a priority date earlier that yours. That report does not provide information about how many people waiting outside the U.S, only for those who are in the U.S. already. Only about 2800 visas are issued per country per year in each category.
