to all non us nurses who are scheduled or planning to take the nclex needs a valid us visa issued by us embassy to enter saipan, cnmi. tentative scheduled effective date is june 1, 2009. previous visitors entry permit will not be valid to enter after this date. immigration will be under the us homeland security same as guam starting above date. you might need to consider this when choosing saipan as your nclex testing site.

Have been expecting this to take place for sometime. Glad to see that it has been made official.
just an update to my above post:
it is final, us immigration in the cnmi will be implemented starting november 29, 2009 and not june 01, 2009 as earlier announced.:)

As part of the federalization of the CNMI, and in anticipation of the relocation of troops from Okinawa to Guam, both Guam and the CNMI (Saipan) were given unlimited H-visas which include nurses. I haven't heard of any vacant positions yet, but within the next few years, for foreign nurses, CNMI and Guam may be great places to take the NCLEX, even if you have to get a tourist visa first.
