Canada doesn't have "states". You'll need to research where you want to live because only you know what you need to enjoy life.
Then once you've made that decision then you apply to the appropriate college and they'll let you know their requirements. It doesn't matter where you trained. Every overseas applicant is assessed.
Oh, yeah. They have "provinces" right? I would love to go to either Vancouver or Toronto because I like city life and also have some friends there. However, I also have to consider it will be hard for me to find a job over there as an international nurse so would you kindly recommend any other province where they have more job availability? How about Manitoba, Saskatchewan or Nova Scotia? Which province do you think easier to get visa sponsor???? Arrrrrrgh.
Nursing is no longer on skilled list so regardless on province I think things will be hard currently to find employer willing to go work permit route as job will need to be full time and not many jobs fit at category. You do not have to be a PR of Canada or a student to process paperwork with the college however some provinces will not issue a license until you are in Canada with either PR or TWP

Hi, I am from South Korea but went to graduate nursing school and got MSN in the United States. I have almost 2 yr experience as a RN at Skilled Unit in nursing home and am trying to move to Canada. It doesn't matter for me which State I go as long as there is job available. Even though I was educated and have some experience in the US. Should I still take IELTS for English test? I have been studying IELTS for 8 months and I heard US trained nurse doesn't require IELTS. I just want to make sure. Please advise me. Thanks!!!
