Can someone explain the difference between a trach collar and a tracheostomy?

Can a patient have a trach collar without a tracheostomy?

A tracheostomy is the actual opening thru the neck into the trachea creating an alternative airway. It may or may not have a plastic tube in it. A trach collar is a device that goes over the tracheostomy and provides humidification and supplemental O2 if needed.

ETA: some people refer to the ties that secure the trach tube in place a "collar" as well. That isn't incorrect but I've most commonly heard them referred to as "trach ties".
