TOEFL Requirement OHIO BON can be waived?

Hi, everyone!

Need help. I am an international nurse who wish to endorse my NCLEX RN -California to Ohio. Just wanted to know, if I still have valid visa screen certificate and my IELTS exam has already expired, do I need to take TOEFL as a requirement for endorsement? Is it true that they will accept Visa Screen certificate as a proof that I have taken an english exam? Thanks in advance.
