Geographically, there are significant differences East Tx is "piney woods", with lots of vegetation, lakes, rivers, etc. Larger cities are within an easy driving distance. Eagle Pass is the prototypical border town - desert with a culture that is more like Mexico than USA & the closest large city is San Antonio. The NM choices are also rural desert... closest city is probably El Paso

Basically, if you're OK with rural life any of them may be OK. If you don't speak Spanish, Eagle Pass may not be very comfortable for you. If you are OK with sporificely populated desert, any of the NM locations would be OK. Me? I gotta have some greenery & my asthma is not fond of blowing sand & dust. I'd opt for East Tx.
