I believe this is in reference to nurses who are applying for a license by endorsement.
SC, in the past, would issue a temporary license while processing a license application as long as the candidate held an active nursing license in another state. It is possible to hold an acitve license in some states without actually practicing nursing, though. I believe SC is trying to prevent the practice of nursing by out-of-date nurses by insisting on evidence of continued competence when issuing a temporary practice permit.
Jolie you are right. LLR is the site to go to for info on licenses. I finally had to go inactive for just that reason. Temporary licenses were issued in the "olden days" when you took the boards and it took months to get the results. I took the 2 day test in August '74 and got my license at the end of October....thus a temporary license.
