Stretch Mark Treatments

I know this isn't exactly about nursing, but you guys and gals might know the answer better than some random search engine. A family member has stretch marks on their back. The majority of them are white, so I know that means they're more set in than red ones. They're considering going to a dermatologist and paying for a laser surgery treatment. He claims there will be a 70% improvement on the marks.

That's a weird percentage to estimate, and I feel like they're just telling the person that because it's not going to be 100%, and it likely doesn't work at all. If I use Google, I find they say it doesn't actually work, but then I wonder why a dermatologist would even bother doing the treatment and telling a person it works.

So my question? Do these laser surgery treatments work to reduce the appearance or remove WHITE stretch marks, the ones really set in?
