spiritual health taken away from the state

I have heard that there is a bill (if it hasn't already passed) that states if nursing homes receive state funding then they can't have churches come for the patients and sing, and what-not. If this is true I cannot help but wonder about those that take joy and pleasure in those churches and other groups that come into the homes. I am struggling with the fact that this may be taking away resources for spiritual well-being. I just wonder how this will or is effecting residents spiritual health...... after all we must practice holistically. What are your two-cents?
