Social Policy vs Social Agenda

I am trying to find the difference between social policy and social agenda. Someone help please!

The agenda drives the policy.

Per Google, Social policy primarily refers to guidelines, principles, legislation and activities that affect the living conditions conducive to human welfare.

Social agenda is the goals and actions taken to implement the policy.

I think that social policy involves the broader principles, values, beliefs, etc. that guide issues related to living conditons and human welfare. A social agenda sort of narrows it down, providing an action plan to implement a general policy. An example may be a policy that supports availability of quality education available regardless of socioeconomic status. The agenda may be targeted federal efforts to reduce the cost of higher education.
