Hi! I'm planning on applying to ELM programs here in Southern California. I know they're pretty competitive so in addition to taking the science pre reqs that I need, I've been planning on retaking any class where I didn't receive an A in undergrad. For example, I got a B in stats so I was going to retake it for an A. Now I'm wondering if this is a waste of time? Or could it not hurt to make sure to have A's in all my pre reqs?

I would contact the programs you are applying to first and find out their policy on accepting retakes. Some places will take most recent grade no matter what, some average scores, and some won't accept retakes (either at all, or if the original score was a C or above). I think finding out how they look at a retake score will help you decide if it is worth the time and money to retake the course.
I can also help to take a look at what criteria a program is using for admission. A program that looks at pre-req gpa only it will be more important to have all A's than a program that looks at gpa, test score, work & volunteer experience, admissions essay, and admissions interview and weights all of the factors.
