I failed fundamentals nursing program at my school and got put on waiting list for next semester. I feel drained because I put so much effort into it and only got a D.
I have an an option to start an RN program next month for about $27 thousand. Or I can start LPN for around 30 thousand. The RN school transfers all my pre clinical courses. the Lpn don't
im afraid to try RN again because I don't think I'm smart enough. My As in A&P means nothing. Should i play it safe with LPN ?

You really need to assess why you still failed Fundamentals if you put considerable effort in the course and only ended up with a D. Pursuing an LPN isn't going to be any easier than your Fundamentals course. Was it difficult retaining the content? Or was it the exams where every answer is right, but you have to select the "most correct"? Really analyzing what you could do differently can help you be more successful on the next attempt.
Stay on the wait list at your school if the difference in tuition in significantly lower than the RN for $27K (which is still pretty high). $30K for an LPN is an outrageous price, which means this is more than likely a for-profit institution. I would steer clear of that.
I'm not sure. My school doesn't allow students to see exam after you have taken it. I don't think I did effective studying. I think I spent too much time studying details and not rational.

RN for sure! If you want to be a nurse don't bother going for LPN you won't have many options as far as work because some places won't hire them- they can't do everything that an RN can do. My hospital doesn't hire lpns anymore for that reason. If you gonna go, go all the way.
