Schools nclex nightmare help

hello all, tell me if this is can legally be done by a school executive director, after graduating from their nursing program there was a balanced owed on the account that basically make the to put a hold on sending the paper works to the board of nursing, mind you I have other students that owe a balance but their information was sent to the boards that's one, now that I have went ahead and make payments to my account like I'm suppose to and after sitting down with the financial director on what do I have to do and or when can they send my paper work to the board I was told that as long as I paid half of the total balance owed my information will be sent, now I went ahead and paid more than half of what was owed, now the school executive director is telling that she will send my information to take the NCLEX PN not RN and when I ask her why would I want to do PN when we agreed on nclex she responded " I said I would send your name to the boards but I did not say which one" mind you the school does not offer that course and I have already graduated, I am trying to file a complaint because I felt that I was lied to , can someone tell me if I have legal right to fight the school?

Wait so you're saying they sent your info for the PN test & not the RN test although you graduated from a RN program? Correct me if I'm wrong
