RPN vs RN for international aid nursing

I have a bachelors degree in Psychology and have applied to some accelerated BScN programs in Ontario, however as a back up (bc my uni average was only in the mid 70s) I've also applied to the regular 4yr BScN program and some college RPN programs. Upon graduation my main interest lies in international aid nursing (primarily latin america). I was just wondering if anyone knew if becoming an RPN would let me do such work or if its pretty much mandatory for me to become a RN. I've tried contacting different aid organizations but haven't received any helpful information from them as of yet. Any advice or info would be greatly appreciated!

I've met LPNs with ORT certification who have worked on medical missions (usually orthopedics) in South America.

There are a few universities and colleges in Ontario that offer a mission experience for RN and RPN students. I have no idea what the cost of this is in addition to tuition and books.
