Do you have a California RN license? If you applied for licensure in California and passed the NCLEX, you should be able to endorse that license to Illinois. There's no need for a license from the Philippines.
ETA: Licensure by examination does not require that you have a pre-existing license. However you will have to submit details and proof of completion of your international nursing program before getting approval to take the NCLEX.
FYI, this is the instruction sheet I read. My interpretation is that you only need to submit an international license if you have one.
Hi yes i contacted BON and asked them they said i need to get a philippine nursing license as part of their requirements for endorsement, i contacted them last year. I will just try to submit the application for endorsement without the international license like the other nurse told me in this forum.

Hi good day my fellow nurses i need your help with regards to RN license endorsement california to illinois, im a foreign graduate from the Philippines i don't have a RN license in the philippines but i able to take the nclex in california, i passed the exam, i would like to get a license in illinois but they require a RN license in the philippines i cant go back home in the philippines to take the nursing board exam due to my immigration status still pending, my wife petitioned me, no decision yet from immigration. is there any other way to get a license in illinois? your help is greatly appreciated thank you.
