So agencies ask to fill out a lengthy application, and many times sign a consumer report form when you apply, before an interview or submitting you to a hospital. Is this the norm? Should i?
I feel this wastes a colossal amount of time since i'm not even sure they have anything that interests me.
How am i supposed to go about this?

If the recruiter at any agency refuses to share information about real and open assignments, nor will discuss a specific assignment's compensation, move on! Life is too short and there are many recruiters/agencies who will tell all. You are absolutely right that it is a lot of work to sign up just to find out if they have something real for you. It could happen, but a close mouthed recruiter is already not a good fit for you so why bother? Keep talking to recruiters until you find three or so that you communicate well with and believe you could a trusting business relationship with. Remember they are in sales, but unlike buying a car, you need a long term good relationship with them. A one way communication path with you sharing and the recruiter not sharing is a piss poor start to a good relationship.
Yeah thats how i feel. Is the checklist, which takes up most of the time, supposed to be done before they tell you what hospitals they have open assignments with? Usually they say where they have assignments for a specific specialty with little details like assignment duration and shifts. To get to the name of the facilities and the package details though...enter the checklist and a 56 page application.
