Registering with OIIQ from the Philippines

hi everyone I am a new member of this site..I read all your Forums, It startled me and give me a terrible headache for I jst realize it now that its quite hard to find a job in quebec. I jst had apply for permanent Immigrant in Quebec for I thought the requirements here are not that as tough. Anyway, about this OIIQ. Can I process it even I am still here in Philippines and my immigrant application is still on the process? thanks.. aND i AM CURRENTLY LEARNING FRENCH BASIC HERE.WILL THERE BE OTHER EXAMS i NEED TO TAKE?
