I was unsuccessful in passing the NCLEX-RN the first time around and have gotten back into the saddle to take it a second. I've sent in my re-registration form to the Missouri board of nursing and paid the $200 to PearsonVue for my test. It's been two weeks since I re-registered and almost three weeks since I first took the test. I've yet to receive my new ATT and I was just wondering if there is anything else I'm supposed to do that I haven't done. There is a lot of money- and a lot of my sanity- at stake in this process and I just have a nagging feeling that I've forgotten to do something to get ready for the next test.
Am I on the right track? Any suggestions and help are greatly appreciated :)

The waiting period to retest varies between states. It's likely too soon since you only tested 3 weeks ago. Depending on state, you must wait 45-90+ days between exams.

This is basically what I was going to say. Have you checked your state's site to see if it's listed there?
I know that I have a mandatory wait of 45- 90 days but on the receipt of my payment to PearsonVue it says that if I do not receive my ATT within four weeks of payment I need to call. The four weeks is still within the wait time for me.
You will not receive an ATT until you have completed the mandatory waiting period between exams. So if the waiting period is 90 days and you pay PV & the BoN at 14 days you will not get the ATT until the 45-90 day mark. The wait is a minimum of 45 days, you will not receive an ATT prior to the minimum wait period unless the minimum wait time is longer for your state. NJ is a minimum of 90 days, if you resubmit your application the day after you fail you will still not see the ATT until the 90 day mark.
Pearson Vue's statement of receiving an ATT within 4 weeks is a presumption that you did not reapply to Pearson until you are eligible for an ATT. Since you are not eligible until at least the 45 day mark the 4 week ATT issuance does not apply. Pearson emails the ATT but only under the approval of your board of nursing.
