what r symptoms to get herniated disk fixed as an emergency surgery?

at what point can you get emergency surgery for a herniated disk? my disk has herniated to .7 cm, have pains in my lower back, and soo much pressure, pains shooting down both legs, cant barely sit or walk.....i cant afford my op unless its an er...does anyone know when they finally feel it is an er? im on steroids and tons of pain meds.
