Questions about Per Diem positions...managers, can you help?

I have a very new per diem job that isn't what I wanted nor expected. I've found another perm job within the organization that I want to apply for however I would have to inform my manager (per policy). How bad is it to want to change jobs so quickly (one month)?? I don't know how this would be perceived. Would the manager/organization view it as better to salvage the time and money training me by having me move elsewhere? Or would I be perceived badly for wanting to change so quickly? I don't want to make waves by telling my new manager that I don't like the position and it wasn't what I was told it would be. I'd rather just exit gracefully.

First, are you sure you are allowed to transfer to a different position so quickly? Many organizations prohibit interdepartmental transfer for a certain period of time after hire (typically 6-12 months).

I'm guessing the manager will be somewhat annoyed, but you gotta do what you gotta do. I don't want anyone staying in my department if they'd rather be elsewhere. I want them staying because they love what they do and they love the unit.

Does the policy state that you must tell your manager every time you APPLY for a different position within the organization? That's kind of rough, because if you don't get it, your manager might be kind of dickish about it, depending on what kind of person they are. If you don't get the position, are you still wanting to stay in that unit?
