I too am from NYC and currently working overseas. I am looking to return to work in another state. What I have learned about the compact agreement is that member states will allow you to work on your current state license.
Otherwise, we can work in any state we like if we meet that states license regulations. Then one must follow the licensing board directions to obtain licensure. I believe 'all nurses' offers the web addresses of all state boards.
you can be licensed in a compact state regardless of where you live, but the license will be good for that state only, and not have compact privileges.
jolie is correct. i live in new mexico which is part of the compact. my license says "multi-state privilege" which allows me to work in texas, arizona etc with my new mexico license. it is much easier then in the past when i had to pay for 3 different states/licenses. not everyone has multi state privileges. you have to be a resident of the state & apply for the multi state privileges.

I live in New York City and I am trying to obtain a registered nurse license in one of those compact states such as Arizona, Wisconsin, Utah, Virginia, Maryland, Colorado and etc. Is it possible for me to obtain a registered nurse license in one of those compact states if my primary residence is in New York State? Thank you for your time to answer my question!!!!
