when 1 ml of oxytocin is added to 500 ml of iv solution how it becomes 20 milliunits per ml of iv solution.

Impossible to answer without knowing how many units of oxytocin per 1 mL. If you have 20 milliunits per mL and you have 500 mL, you have 10,000 milliunits in your bag. So I'm assuming your original concentration is 10 units/mL.
So, let's say that's true. You add 10 units to 500 mL. How many milliunits is that? 10 units x 1,000 milliunits/1 unit = 10,000 milliunits in 500 mL. After that, it's simple division.
