Does anyone know if a Lpn can be hired as a public health nurse, or do you have to be an RN? Also those who work in home health, did you get hired right out of school, or did you have to have some experience?

I have seen LPNs/LVNs employed as public health nurses. It all depends on the city and state in which you reside, as some places are more "LPN-friendly" than others.

i have not personally seen or heard of lpn's in public health, but my experience is limited to the eastern seaboard (the 13 colonies + florida!) in some areas, only bsn rn's are hired for public health.
re: home care.....i never say never, but 99.99% of hh nurses have previous experience out of school, as it is such an autonomous area requiring self-confidence in excellent assessment and people skills + a set of brass cojones dealing with md's and payors! maybe a nurse who had been an emt or something like that for years, but it would be the exception, not a rule.
In my area, an LPN can get hired onto a home health gig with only 3 to 6 months of experience in LTC or hospital nursing. There are plenty of newer nurses who work home health in my city of residence.
