I think California requires you to have a PHN certificate, but I don't know of any other states that require that. Most states require a BSN. What type of public health nursing interests you? I would check with the local health departments (county and state), and if you are interested in maternal/child health, check out Nurse Family Partnership.
You will need to check with your county and state. In California a PHN certificate is required, which is automatically obtained by completing a BSN degree (and mailing an extra form + $75). But I thought I heard you can take an additional course to satisfy the community health requirement. Anyways, check with your county public health department if a PHN cert is required!

I work in acute med surg but have prison nursing, sub acute , psych and home health experience. I work full time at a hospital that no longer allows over time. I am looking for part work and have an interest in public health. What are the requirements?
