Process for NY/RN to PA/RN License by Endorsement

I've studied General Nursing and Midwife from Forties Institute of Nursing, Bangalore, India. I moved to the United States in Feb 2015. After advices from friends and family, I applied for CGFNS for CVS (Credential Verification Service for New York State) report. After painful process back and forth and painful year and half, I received an email from CGFNS stating that they've submitted by documentation to State of New York.

After month or two letter I got letter from NY Nursing Board stating that I can take NCLEX exam. I've taken the NCLEX exam last week, and passed on first attempt. The problem is that I don't live in NY anymore, but we live in PA. I've an option to get license by endorsement, but PA board of nursing requires CES report which is different from CVS report.

My questions is for anyone who has faced this situation, does this mean I have to go through that painful process again? Would PA board accept CVS report instead of CES report? I've wasted lots of time for this process, and it feels like it's never ending.

CVS is not a report but a process of collecting paperwork that the NY BON requires. CGFNS should be able to use paperwork to process the CES report

Thank you, if they can use same documents then it would expedite the process, but they don't then same issue as before never ending process.
